It would go away almost completely if there was a mandated program called one term limit. Then this horrible affliction wouldn't be so rampant.

Some diseases are difficult to treat in the short term and require extended treatment which may require a longer period to diagnose. Thus we have the two term limit already stipulated.

Yes, that only addresses one location where this outbreak has occurred. There is a much larger group of people that is affected by this disease.
