Angry 99 Cherokee Door Locks Driving me INSANE

This is the issue: door locks will not work, unlock or lock. This is what I have done:
checked the wires in the door boot- 2 cracked and blue/red wire that goes into a green shrink wrap broken spliced back and taped.
changed door control on both passenger and driver side.
changed the actuator on passenger side
there is power to the plug that goes into the door control.
    cleaned all connections.
    checked the 25amp fuse- Good.
This is what happens when the actuator is unplugged and the battery is disconnected: Key in the ignition in the run position plug in the actuator then hook the battery, the door locks unlock and lock back. No control from either side. You can hear a clicking sound from the actuator when the switch is pushed to either lock or unlock. HELP!!!!!

First, welcome to the forum Robin. This is kind of a gremlin I think. What I would do is work though the circuit with a test light or ohm meter. I don't think there will be an easy turn this bolt type of fix here. I would start with power to the switch. I would get some help and have them operate the key or battery connections and see what happens to the power in and out of the switch. I am almost betting that there is another wire or two broken or in contact with each other.

Check the wiring behind the driver side foot well. There are several connectors there that may be contributing to your problem.
