    Tighten this nut, will not work, before you loosen the top nut.
    Tightening that nut will not stop the leaking.
    90% the tubing is cracked (or already deformed from previous actions)under the nut....

    it is not that hard to repair, just take it apart (watch the oil) clean it out and because it is an ALU fork, find a TIG welder in your neighbourhood and let it weld to gether then reshape (grinding)...
