I think it is a brush thing again. Did you use a little dielectric grease when you put the brushes in the last time?

The first thing I would try is an oil catch pan with a gallon of diesel and a parts cleaning brush
That would look much better with blue grease
You got it Wayne. It is a starter motor, only reversible.
Glad you got it apart. Certainly savable. Those things with the heavy copper wires on them are the brushes. That is what was stuck. The lower one in the pic does not look like it is making good...

Wayne, those oar torx screws. Takes a torx bit for the ratchet. But you don't want to remove those. They hold the fields in. The end cap should be all you need to remove to access the brushes...
That is what my Mile Marker did. No drama. Kicked it around on the shop floor and threatened to take it apart and it started working again. Sticky brushes.

Wayne, take some jumpers and go directly from the battery to terminals on the winch motor and see what you get. It should spin the motor.

If you seal it, every time you hit the cool water it will get condensation in it. You might consider mounting it high in the engine compartment and let the engine heat keep it dry.
If you have an engine hoist that works. That is how I do mine. However I know that Bull Bar has to be heavy.
