That's a fairly common place for 2 meter HAM antennas. The mount can be done where it clears the hood and mounts between the hood and the fender. Nice thing is no visible holes if/when it's removed.

The signal "generally" follows the path of the most metal. That would be diagonally across the roof. So passenger side should direct the signal (both send and receive) towards the on coming...
Oh and I forgot to mention that this is a general rule. Each installation can me different.
Radio Shack used to sell a field strength meter, I think it was a SWR meter with field strength built...
Generally speaking for highway use you want it on the passenger side as the metal mass make the signal directional. This would direct the signal forward and to the left or towards on coming traffic....
Oh that's good then. Looking at it from the outside I was thinking it was only one tie down.
I have no personal experience with it. It looked to me to be a universal thing, so I suspect it wouldn't match up to the tail light holes. The one you made does it tie in to one or two bolts?
