If I get it, down the road, I will just weld/bolt on a winch plate when I am ready to install a winch. would that work?

I found this on ebay and it'll be a bit cheaper than the IRO tow bar that Ive been looking at. Only ting I'm weary about is the mounting holes.. Doesn't seem to be enough to sustain proper recovery...
