Yep you can drive on tx beaches, thanks to the tx open beaches act. Our beaches are considered a st hwy though, so all traffic laws must be obeyed.

Most folks who run aftermarket rims and tires 12.50 wide and smaller run 15x8 with a 4" backspace with no probs. That's what I'm using, which gives plenty of control arm clearance with out sticking...
