Intermittent wiper module

Does anyone know where this module is located? Wipers work except for intermittently.

Reach up under the lower dash panel about 12" left of the steering column. It is velcroed there to the upper side of the lower lip of the panel.

yeap just under the steering column. attached with velcro.
