Are you in the fuse box under the dash or under the hood?

You replaced the fuses and still nothing? Did you check the fuses under the hood?

If you remove the fuse you cannot get power out of one side?

It sounds liek you have a fusible link blown somewhere, or more likely, a circuit breaker or fuse blown in the PDC (Power Distribution Center) under the hood.
I would say it's time to get out yur trusty test light and start probing.
Do this with the ignition in the ON position.
You'll be looking for circuits that either should have power and dont, or that have power on one side, and nothing, or ground on the other.

There are additional fuses under the hood in the PDC (as mentioned above) which is typically a black plastic box in close proximity to the battery.

can you post a picture showing which one doesn't work? The cover on my PDC actually shows what the circuit name is.. more or less.

Took my awhile to figure it out but i found out what happened the p.o installed a alarm system and one of those fancy vibration alarms and it was hidden behind the fuse box it was spliced into the ignition and a couple minor wires but it was causing a short out what stopped my wipers radio/cigar lighter and blower motor to stop working took it out and everything works perfectly Thanks for all the help. The wire i pulled was in one of the pics i posted earlier but the metal clip was taped over so i dint notice it.
