Are you saying to basically flip the face of the wheel to the inside? If so, its practically impossible unless you're talking dually wheels. The wheel has a flat mounting surface on the inside, and needs that to set correctly on the hub. The face however doesn't, so it wouldn't set on there right and well, would be unsafe.

Just wondering because w have ground them flat and retapered the holes a put them on our riding lawn mowers.

Just trying to think it over in my head and I don't think there would be enough material there on a steel wheel, and aluminum is usually made completely wrong for that. Keep in mind the inside of the wheel also is made large enough to clear the brakes, the outside isn't.
